US, Ukraine Hold Critical Ceasefire Talks in Berlin Ahead of Major European Summit

The decision to dispatch Witkoff — who has played a central role in US-led peace negotiations with both Ukraine and Russia — is widely seen as a signal that Washington believes meaningful progress toward a ceasefire is possible.

The White House said earlier this week that President Trump would only send a senior representative if there were clear signs that talks could yield tangible results, underscoring the high stakes of the Berlin meetings.

Berlin Ceasefire Talks Signal Renewed Western Support for Ukraine

“Talks on a possible ceasefire in Ukraine are taking place in Berlin this weekend between foreign policy advisers from the US, Ukraine and other European partners,” a German government source said on Saturday, confirming the negotiations.

On Monday, German Chancellor Friedrich Merz will host President Zelenskiy and key European leaders in Berlin, marking another high-profile demonstration of European solidarity with Ukraine as Kyiv faces growing pressure from Washington to accept elements of a US-backed peace proposal.

Britain, France and Germany have spent recent weeks reworking the US draft peace framework, which — according to a version disclosed last month — included provisions calling on Ukraine to cede additional territory, drop its NATO membership ambitions, and accept restrictions on its armed forces.

Europe Braces for Shift in US Relations Amid Rising Russian Threat

Speaking at a party congress in Munich on Saturday, Chancellor Merz warned that Europe must prepare for a fundamental shift in its relationship with the United States, while confronting an increasingly assertive Russia.

“The decades of Pax Americana are largely over for Europe — and for Germany as well,” Merz said.

“The United States is now pursuing its own interests very aggressively, and that means Europe must do the same.”

Ukraine Faces Escalating Attacks as Winter Approaches

As diplomacy unfolds, Ukraine continues to battle intense Russian military pressure, including frequent missile and drone strikes targeting energy and water infrastructure ahead of winter.

On Saturday, the Black Sea port city of Odesa and surrounding regions suffered widespread power outages after a large-scale Russian missile and drone attack on the electricity grid, leaving more than one million households without power, Ukrainian officials said.

The European Union has sought to reinforce Ukraine’s position by using frozen Russian central bank assets to help finance Kyiv’s military operations and civilian budget.

Erdogan Says Peace ‘Not Far Away’ After Putin Talks

Turkish President Recep Tayyip Erdogan, following talks with Russian President Vladimir Putin on Friday, said he believed “peace is not far away” and expressed hope of discussing a ceasefire framework with President Trump.

Erdogan said a limited ceasefire focused on protecting energy facilities and Black Sea ports could offer a pathway toward broader peace.

“The Black Sea should not be treated as a battlefield,” Erdogan said.

“Such a scenario would harm both Russia and Ukraine.”

Despite the comments, Russia struck two Ukrainian ports on Friday, damaging three Turkish-owned ships, including a vessel carrying food supplies, Ukrainian officials and a ship owner said — just days after Moscow threatened to cut Ukraine off from maritime access.
